New Report from Government Accountability Office

The Federal Communications Commission (FCC) should improve its monitoring of industry efforts to strengthen the nation's wireless networks, according to a new report from the Government Accountability Office (GAO).

The report, which was released on April 27, 2023, found that the FCC has not been ng enough to ensure that wireless carriers are meeting their commitments to deploy new infrastructure and improve service quality.

The GAO report found that the FCC has not developed clear performance metrics for wireless carriers, and it does not have a system in place to track the carriers' progress in meeting their commitments.

As a result, the FCC is not able to determine whether the carriers are meeting their obligations, and it cannot hold them accountable for failing to do so.

The GAO report also found that the FCC does not have a comprehensive plan for monitoring the wireless industry's efforts to strengthen the nation's networks.

The report recommends that the FCC develop clear performance metrics for wireless carriers and that it implement a system to track the carriers' progress in meeting their commitments.

The report also recommends that the FCC develop a comprehensive plan for monitoring the wireless industry's efforts to strengthen the nation's networks.

The FCC has agreed to implement the GAO's recommendations.

Background

The FCC is responsible for regulating the nation's wireless industry.

In recent years, the FCC has taken a number of steps to encourage wireless carriers to invest in new infrastructure and improve service quality.

These steps include:

  • Auctioning off new spectrum licenses
  • Adopting new rules to make it easier for wireless carriers to build new cell towers
  • Providing financial incentives to wireless carriers to deploy new infrastructure in rural areas

The FCC has also taken steps to improve its oversight of the wireless industry.

These steps include:

  • Creating a new Wireless Telecommunications Bureau
  • Hiring new staff to monitor the wireless industry
  • Developing new tools to collect data on the wireless industry

GAO Report Findings

The GAO report found that the FCC's efforts to improve the nation's wireless networks have been hampered by a lack of clear performance metrics and a lack of a comprehensive monitoring plan.

The report found that the FCC does not have clear performance metrics for wireless carriers.

Without clear performance metrics, the FCC cannot determine whether the carriers are meeting their obligations to provide reliable and affordable service.

The report also found that the FCC does not have a comprehensive plan for monitoring the wireless industry's efforts to strengthen the nation's networks.

Without a comprehensive monitoring plan, the FCC cannot ensure that the carriers are meeting their commitments to deploy new infrastructure and improve service quality.

GAO Recommendations

The GAO report recommends that the FCC develop clear performance metrics for wireless carriers and that it implement a system to track the carriers' progress in meeting their commitments.

The report also recommends that the FCC develop a comprehensive plan for monitoring the wireless industry's efforts to strengthen the nation's networks.

The FCC has agreed to implement the GAO's recommendations.
